iPhone How long during an upgrade do you consider the process hung and messed up?

iPhone 8 doing an upgrade to the public beta of iOS13 from 12.3.1, and on the black background screen with the white Apple logo and the progress bar. It has been stuck on this stage now for probably an hour with the progress bar probably 99% complete.

I tried this last night and had the same thing and ultimately had to kill it and restore from backup.

How long do you really let it go and see if it recovers, or just consider something goofy about by phone that makes it not work?

Worst case - setup as new.
Q: how about low free space?
Remove photos etc that are backed up and on iCloud.

I am not even getting that far.

I installed the beta profile, restarted.
B3 shows up in Software Update.
It downloads and verifies and reboots
Black screen with Apple logo and progress bar comes up and I never get past that.
