I have every iteration of the iPhone and I like to keep all of my purchased apps on all of the devices. My whole family also has iPhones/iPod Touches. We are all on the same iTunes account. My question is how many times can I download the same app on different devices before I get charged again?

Some apps are iPhone specific. Foreflight is one. I think Kindle is another.
 
I could be wrong, but I believe you should be able to re-download the app as many times as you need to, as long as it is the same device (type - not install and iPad app on an iPhone) and the same iTunes account. That has been my experience.
