Basically start fresh with a new iOS install.

Is this bad for the device ?
 
Such things can’t be either good / bad for your device. Generally restoring and setting up as new is the last resort if one is facing software related glitches.
 
The device hardware doesn’t care how often you install the software.

Unless you do it thousands and thousands of times in which case the NAND might wear out.

I did a fresh install one time on my iPad Pro 9.7, on the recommendation of an Apple Tech. it didn't do anything for me. Every other time, on every other iPad, I've just restored from a backup & it's been perfectly fine.

I've never run into a situation on any of my apple devices where I needed to wipe and do a factory restore, until the day I traded them in and upgraded such devices. Have used Apple devices since 2008
