Historically, Apple has supported its devices for 5 years. The 2014 iPhone 6/6 plus just stopped getting OS updates this year.

Using this rule, the iPhone 7 (with an a10 processor) will stop receiving updates in 2021. Does this mean Apple will only support the 2019 base iPad (with the same a10 processor) for only 2 years?
 
No. The 10.2” got 3 GB RAM so my guess is minimum 3 years of iPadOS support, maybe longer.

Bodes well for my 2016 iPhone 7 Plus.

I don't think Apple will update the 7+ if they drop the 7. Regardless of RAM. But you never know.

As you say it may happen that Apple may support the 10.2" according to their software updates but the device per say will be only be usable for 3 years or so after that ut will be operational but not usable as it is the case with so many of their current old devces even though they run the latest software they are very slow and so not usable !!

Huh? For example the A8 iPad mini 4 seems to be just fine on iPadOS. Only case of
losing usability I can recall was when the iPad 2 and iPad Mini (first gen) received iOS9.

3 to 4 years I would assume.
