How much slower is the 15'' MBP's 400 burner compared to the 17'' MBS's 800?

If you mean a disk burner connected to either FW400 or FW800...:

Nope, disk burners are so slow, that they cannot fully load the bandwidth of either FireWire bus.

If I recall, the rated speeds are somewhat misleading, because the linear velocity remains the same for the inner part of the disc. So it's not really a 2x speed increase.

This difference all comes down to how many virgins you sacrifice to the computer gods. The "X" speed is proportional to the age of the virgin, and whether or not they still live in their parents' basement. Although there is one catch, if the "X" speed is needed for the sake of ePenis bragging rights, then then speedup is ten-fold.

Got it? Great.

Someone correct me if I am way off base here, but isn't a 1X burner burning at a 1:1 ratio? I.e. 1hr of video, burns in one hour. So a 4X will burn 1 hr of video in about 15 mins. And therefor an 8X would do 1 hr of video in about 7.5 mins.

Maybe I am way off though.

It should, but it is also depends on the Disc, and i have never seen a burner actually burn at it's advertised speed.
