I have a 1.25g mini running leopard, and ilife 05. I am getting a 1.83 mini that will have tiger and ilife 06. Let's say I install leopard on the new one, then go to time machine and do a system restore from the backups I did with the old mini. Will my ilife 06 downgrade itself to 05? And will I be able to restore, or should I just use migration assistant?
 
Yes, if you use the system restore, I expect ilife will be rolled back as well. You should use the Migration Assistant.
 
What if I delete ilife out of the back ups? Can you do that?

TimeMachine works like this: 1st it creates a complete backup of all your system and then it start to add small increments of the changes that occur in your mac. If you delete/manipulate your Time Machine Backup data is very likely that it will corrupt the whole TimeMachine backup.

Anyway what you'll need to do is install Leopard on the new one and the use the Migration Assistant to transfer whatever you need from your old mini to the new one, to do it directly from your old mini start it in Target Disk Mode and use a firewire cable, so you see your old mini in your new one as an external HDD, you can either copy yor files manually or use the Migration Assistant (better).
