I restored my new 6s from a 5s iCloud backup. The weird thing is that photos iCloud sync is off on iCloud backup. After the restore when 6s booted all my 5s camera roll was there. W.T.F. did just happened ?

Photo sync may be off in your iCloud settings. However, you don't get to choose what is included in a backup. If you backup your phone it includes all the standard stuff like messages and photos that are on your device locally. Turning off iCloud sync does not stop them from being put in the backup.

You can choose at least some things that get or don't get backed up if you go to mange your backups in iCloud settings where you can select what data to back up (including Photo Library).

Everything in icloud-> Photos section is turned off....

Check Settings > iCloud > Storage > Manage Storage > (iphone name) This iPhone. Let the list load, Photo Library will likely be near the top and toggled on. This is where you can decide what an iCloud backup does or does not store for you.

recently restored a iphone 6 backup to my new 7 plus, all was as i had it, no issues... (going back years, this is really an iphone 3gs backup, still no issues with it, lol at those who scream "restore never use backups!1oneone").
