The dropdown list does not give FaceTime Audio as an option at all. It used to in all previous iOS versions.

I tell ya, this iOS thing is getting worse and worse with every version. What a f****************** mess.

It might be that it no longer spells it out as "FaceTime Audio". But under "Call", "FaceTime" is listed as an option for me. It does only initiate an audio only call.

Other than that, make sure FaceTime is properly set up in Settings.

My FaceTime is set up correctly. Under Call, there's no FaceTime on my iPhone. Running the latest stable version.
 
What version are you on? As someone previously mentioned if you hit the plus sign, select a contact and choose the “call” arrow, FaceTime will appear under it to add.
