Is there still a way to access the Emergency Medical info card from the lock screen in iOS 10?

Yes, on the keypad screen, press emergency and the option is on the bottom left corner

After three failures of Touch ID (or from the passcode screen if there is no TouchID) you can tap on "Emergency" in the bottom left corner and then "Medical ID"

You can access this even with Touch ID enabled, easiest way is to use a none registered finger
