So if i had a picture i wanted to use as a wallpaper, how would i add it to the phone. i know to use ssh, but where would it go? and what restrictions would it have to have. file extension and such?

If you're using a Mac, you could just add the wallpaper to iPhoto in an album called something like 'iPhone Wallpaper', and set your iPhone to sync that album. Then you can select that wallpaper via Settings --> Wallpaper --> and then scroll to your 'iPhone Wallpaper' album. It would help to make sure the pictures are 320x480 pixels, as that's the size of the screen.

Are you talking about the wallpaper before you unlock or the image behind the icons on a jailbroken phone?
