Sadly my wives m1 air has bit the bullet and she wants to try going iPad only.

She can do everything she needs except we can’t figure out how to add her iTunes purchased/years of ripped cds to her music library on the iPad without a computer.

We have the music library backed up to an external drive but it’s not letting us add it.

Any ideas?

Just subscribe to Apple Music for 10 bucks a month. It is probably the only solution to your problem.
She’s a dance teacher so has all her syllabus work in there which needs to be added and then all her edits she does when she pieces dances together.

Is there not a way add tracks from the files app?

Thare are third-party file browsing apps that have built-in music players. For example, you could install Documents by Readdle (I believe FileBrowser would also work), create a folder for music, copy your music files to that folder, and use their built-in player to play the music. I still use the Apple Music player (i have a Mac to sync with), but I have tried it a bit just to see how it works. It seems to work fine playing whole albums, but I haven’t played enough with that to see if you can create playlists or not.

Yeah that’s not a great work around then! Worse case we will just have to get a new laptop. It’s just shame we already have the iPad Pro m1

iTunes Match is also a good option and a helluba lot cheaper than Apple Music. It does require "A" computer to upload her matches. It doesn't have to be HER computer - you could make a login on your Mac, import her music into the Music library on that user, enable iTunes Match - then she's off to the races; everything is in her music library on her iPhone, iPad, whatever from there via iCloud.
