I'm not sure you can. I think that Radio list comes from Apple.

You can how ever add a stream to your iTunes libary by clicking on one....

I agree. I believe that's all you can do!

In iTunes, click on "Advanced>Open Stream".

You can't add to the radio tuner list but you can drag a radio station from the list to your iTunes library, get info on the link and change the URL. This assumes you know the URL for the station.
