Unfortunately, you can’t use Siri to answer calls for you so that isn't an option. The only thing I can think of is to enable auto-answer calls when you go riding...

Settings > Accessibility > Touch > Scroll to the bottom > Call Audio Routing > Auto Answer Calls

I believe the default is 3 seconds...so after ringing for that amount of time, the phone will auto answer. You may want to play around with Siri shortcuts and see if you can automate those steps into one Siri action, like "Hey Siri, turn on auto answer calls"...

If you do that, you may want to have Siri announce calls to you as well...
Settings > Phone > Announce Calls

Please don't bike with earbuds in around other people, it's dangerous if you can't hear where a sound is coming from. Even with transparency mode, your ability to tell which direction a sound is coming from is severely diminished. Setting aside that listening to music or talking on the phone is also distracting.

If you're alone on an empty road, go for it - it's your skin. But don't put others in danger.

You should edit the thread title to, “How to answer or cancel the phone call on AirPods Pro while wearing a winter cap covering the ears while talking to someone else also wearing AirPods Pro under a winter cap while biking in the woods and not around others”. ;)

It really is unfortunate not having a siri based approach. I can have siri increase and lower audio, enable and disable Transparency and noise cancelation, yet she can't help me at all with handling phone calls.

If you are not wearing gloves, pinching the stem of either AirPod will answer and hang up the call.

Yup. I know, but this appears to be a design decision by Apple. There aren’t even any phone call options I can find in Siri Shortcuts to help out - and in any case, you’d still need to trigger Siri in some way during the call.
