I'm returning to jailbreaking after taking a couple years off. Back in the iOS 5 & 6 days people used to use No Update to prevent OTA updates and RecoveryGuard to prevent iTunes updates. RecoveryGuard seems to be gone, and No Update seems to be little used.

How are people preventing updates with iOS8?

Updates don't really need to be blocked anymore. If they are not already automatically blocked, you can remove the downloaded files easily use Settings, and iOS isn't able to install OTA updates on jailbroken devices.

Can a jailbroken phone still be updated via iTunes? If so, is there any way to block that?

I think No PLS Recovery from a 3rd party repo disables this. With the tweak installed, the only way to upgrade is via DFU Restore. I could be wrong but I think thats how it works. I'll find the repo and post it.
