How to Boot after installing new HD

So I just put a Seagate Momentus drive in a 12" PowerBook. I need to boot it and install OSX but I'm stuck...

I know it isn't booting because the drive is blank. But how do I remedy this? It isn't sucking the CD in...

I know it is something simple probably that I just don't know to do.

Any help?

Turns out the screen doesn't come on or anything. The only way to know the computer is powered on is the caps lock button and the tiny amount of hard drive vibrations if you are sitting really still.

methinks maybe the logic board was the problem in the first place.

Anybody have any thoughts at all?

There's not much you can do if it's not accepting the CDs. Maybe take it to a technician.
