Ok, So after I installed the 13.1 iPad OS after installing I toggled something on and off and now I do not remember what were those things. I have a feeling I might have by mistake disabled Safari opening only Desktop Sites. So how do I make sure that Safari is opening only Full View Desktop sites ?
 
In Settings - Safari there is a request desktop website setting that can be toggled.

In Safari itself when on a website if one presses the Aa icon in the address bar a toggle is present for requesting mobile or desktop site. I believe this toggle is for individual sites.

Press the icon with the two As in Safari to check if you're in desktop mode or not.
