Both my wife and I have iPads running ios9, and both of course have Notes, as well as Pages. We also use family sharing. So, how do I make a document and both have the ability to edit and collaborate on it?

This is not an option in Notes. Notes for now at least is a personal use application that will sync to all devices associated with your cloud ID but not to others. You would have to create, update and then share. Updates would be made and sent back via message. Messy but for the built in app the only choice for now. If you want to share notes you will want a third party until something changes.

I don't need Note syncing between different users per se, but it would be nice if I could send a note via iMessage. At least if you share it over AirDrop it sends it as is.

Maybe you should try evernote to share and collaborate on notes. It will work better than anything on notes or pages. And if you need to both work on the same note at the same time, nothing beats google docs for simultaneous editing.

I don't want to step on any toes but Google Keep is really good at this. Wife and I use it all the time to share shopping lists, to do lists, etc... You can see them typing in it as you're viewing it - just like a Google Doc.
