If I hire a person to develop an iphone app for me, how can I test the app as it is in development?

I would like for them to be able to deliver fully functional versions of the application for me to test as they develop it. How is that done?

Do they somehow send it to me and I can install it in the Iphone Simulator on a mac?

Is it possible for me to install it on my iphone without releasing it in the app store while it is in development?? Or can you somehow release it in the app store for testing only??

They can build you an adhoc build which you can install on your phone via iTunes. Any competent developer will be able to do this.

In fact. I'd say if they don't offer that, then don't hire them. Something that works in the on-computer emulator thing may not necessarily work the same on the device.
