I have the composite cable and am trying to connect my iPhone 4 (which has ios5) to my hdtv. I have put the yellow, red, and white cords into my tv, but am not getting any sound or video.

Do I have to change any settings on my iPhone to allow video and audio out? If so, where can I change it on ios5?

Component video (RGB) doesn't carry sound. You need to plug an audio cable separately.

An easier solution is to just get the new HDMI cable adapter, assuming your TV has HDMI in. HDMI *does* carry audio.

Dunno why you're not getting video. Did you set your TV to use the component inputs?
