How to convert Outlook PST to EMLX for iCloud

I need a tool that can convert Outlook PST files to EMLX for iCloud. I am changing my email client from MS Outlook to iCloud. Please help!

What might work is to setup Mac's Mail to access the Outlook account. Then select all the emails and move them to iCloud. If they are in iCloud, remove the Outlook account from Mail.

Worst case, will have the Outlook email on Mac in mbox format, which is easily handled by various import/export tools, other mail clients, etc. Can then work on getting the Mail into iCloud.
