I don’t think that’s possible. Universal Clipboard is an Apple device specific feature as far as I know.

Best bet is probably something like Obsidian/1writer/typora, pasting into plain text files synced via Dropbox or similar.
There’ll be a few seconds delay while things sync, obvs, but shouldn’t be TOO unreasonable.

Or, get the MS Remote Desktop app on the ipad, I *think* if you copy stuff from a different app on the ipad it’ll paste it into whatever is open on the PC. I reserve the right to be wrong though.

I tried it with Jump Desktop. Created a text file on my Win11 laptop, opened a Jump session to the laptop on the iPad, copied text from a Safari window on the 2021 12/9 iPad, and then went into the Jump session and pasted that text into the text file on the laptop. So it is possible.

I know it's not ideal, but I made a "Copy_Paste" folder on my iCloud drive and cut and paste from my iPad/iPhone to the Windows 11 iCloud Drive in file explorer.

If you can get OneNote for free, you can copy/paste to OneNote on one device and then copy paste/from OneNote on the other device. Very simple.
Exactly what I was going to say. This is a very easy solution. Put it in OneNote on your iPad and it will show up on your other device. OneNote is cross platform and free.

Another very easy solution is MS Whiteboard which is also cross platform and free. What you do on your on your iPad instantly shows up on your other device.

Another solution would be to simply email the text or document to yourself.

Edit: Airdrop if you have a Mac.

Edit: Just thought of one more. You can send files to your laptop or desktop with the iPad's Files app. Here is an easy tutorial I just made.

My cross platform of choice is Google Keep.

I use it across my Fold, iPad, Windows PC and newest addition MBP.... it works flawlessly. For some reason I think OneNote is weighty whereas Google Keep is much lighter (imo). I have Office 365 subscription and I like using it... but I prefer using Google services (Google Keep & Drive) when it comes to syncing it across devices.

I used to copy/paste through the Google Drive app. It can also be done via OneDrive, if you prefer. Through both apps, docx and xlsx can be edited (incl. copy/paste) from both the Windows PC and the iPad.

I don’t worry about it any longer, because the iPad is so strong I no longer use my Winders PC. 😊
