How to copy hundreds of PDFs to iPads

I work for a non-profit organization. Tomorrow we are having a board meeting, and in an effort to to go "paperless" they want to have 20 iPads, each with a copy of 200+ PDFs.

In the past they have used iTunes to manually copy the files over, but that is proving to be a pain (they use Windows, so it is not a smooth process). I know we could use something like Dropbox, but this is highly sensitive information, and telling a bunch of board members to use Dropbox to browse files is not highly "professional".

Anyone know of a quick and easy way to copy hundreds of PDFs from a Windows machine to individual iPads, hopefully with a good browser/viewer built in? Thanks!

iMazing or similar apps allow to import PDFs with drag&drop, and the speed is quite good (at least in iMazing) if PDF are not 200 MB each ofc. Not sure if there's any other solution except emailing a ZIP archive to all members.

Hmm, I get it that no one likes having files stored on a server that they don't trust 100%, but a centralized serving solution seems like the way to go here.... as opposed to the significant pain of copying data ahead of time onto many devices. I wonder if a peer-to-peer syncing solution like Resilio Sync would fit the bill? They have clients for all kinds of devices, including iOS and Windows:

You might have to get the business solution, and throw them some coin, though.

Them being on a server at some point is less important, what is more important is that at some point the files need to be stored locally on the device (that is, we can load the files with internet, but we can't rely on internet during the meeting itself.)
