Anyone know how to get the songs off the drive and into the location where the native Music app can use them? Or is this not possible and you’d simply need to create a folder locally with Files, save the MP3s there, and play them with something else?

I have looked and looked and not found a way to get my own music into the Library other than through iTunes. This is a big suck for iOS. There are other apps with local storage that can play mp3's - e.g., nPlayer - but nothing quite as good as the stock app/library.

This makes me wish for iPadOS 15 to come sooner...

It’s very unlikely. Apple is all about pushing you to subscribe to Apple Music. Why will they now suddenly in 2021 give you much easier way to put your downloaded MP3 into the Music app? Even if they have great plans to make iPadOS much more like a computer, this will not be in their priority list.

(Not to mention it will trigger those music labels, RIAA, etc. Etc.)

I agree. Given how simple this would be to implement, they must be holding off for other reasons.
