Won't windows see an iOS device as a camera and you can just navigate into the DCIM folder and drag them out?
I don't have a windows box handy but I thought that still worked.
I don't know if this answers your question, but there is a free Windows Control Pannel that you can download from Apple. It allows you to load photos via Photostream, so when you take a pictures with you iPad or iPhone they, will automatically show up in you pictures folder on your PC.
I have never used it, so can't recommend it one way or the other.
