So, coming back to MAC from the PC world. I like to have folders with titles like TRAVEL, ORDERS, etc.

Is there a way to do this in MAIL 2.0? I find SMART MAILBOXES, but it simply categorizes the mail from the INBOX, and doesn't actually MOVE things.

Is there a way?
 
Folder = Mailbox

To create a new mailbox select "Mailbox" in the menubar, then select "New Mailbox". Choose location "On My Mac" and give it a name. Ta da!

You can also create a new mailbox using the action button on the bottom left pane, next to the plus sign.

Can I just drag and drop messages to these mailboxes? , and or do they move OUT of the inbox?

These mailboxes / folders (the non-smart ones) are completely analogous to the saved message folders. If you move a message into them from an IMAP inbox, it gets moved off the server and is only retained on the Mac. If you want to organize the messages but keep them in folders that are accessible from other computers, you can create the folders inside the IMAP inbox instead. That should make the folders accessible from any IMAP client.

Yes. Just like the Finder, if you option ('alt')-drag items it copies instead of moves (the cursor gains a green + symbol to signify copying).

not really moving them at all?

Yes, smart folders are just saved searches with a pretty face.
