iPhone How to create Shortcut to shut down Waze App

I have not really used the new Shortcut app. Would like to create a shortcut to totally shut down the Waze app when driving? Because using it with CarPlay, when switching to another driving app (or anything else for that matter) still leaves Waze - and it's announcements - running in the background. And the only way I have found to stop the Waze app is by handling my iPhone (not a great idea with driving). And apparently Siri can't close apps,
