How to create this effect?

Hey everyone, a user at another forum that I visit edited a picture, and it created an angelic feel to the photo, and I would love to add these effects to some pictures that I've taken from my camera, here is what they look like.

Any help would be GREATLY appreciated.

you can do it without custom brushes, its just alot of blur, glowing effects, color blends, lots of layers

Those stars/sparkles are pretty common, you should be able to Google up a tut for those easily.

I love this tutorial...
It's very similar...the only thing I would change would be the colors.

I find it to be very effective in ads...
Here's an example where I've used it for a tanning comp.

Looks like a dreamsuite plugin for photoshop.

That effect is called bloom. There are a few variants, but most involve duplicating the image, blurring the "top" one, and blending it either normally on low transparency, or in addition mode with medium transparency.
