Hey everyone, a user at another forum that I visit edited a picture, and it created an angelic feel to the photo, and I would love to add these effects to some pictures that I've taken from my camera, here is what they look like.

would you happen to know what brushes he did? and any tutorials on how to create something like this?
 
I find it to be very effective in ads...
Here's an example where I've used it for a tanning comp. :eek:

That effect is called bloom. There are a few variants, but most involve duplicating the image, blurring the "top" one, and blending it either normally on low transparency, or in addition mode with medium transparency.
