To start off, I like the feature where your cursor is over an inactive app, and you can still scroll. However, on my dual monitor setup, it can become inefficient having to move my mouse all the way to the second screen just to scroll on the active app. Is it possible to disable this feature?

I don't think it's possible to disable it. ...Which reminds me that I'd love a "focus follows mouse" behavior implemented in OS X... After all OS X is Unix.. Anyway... cmd-tab is your friend ;)
