How to Disassociate an email address from your Apple ID?

I have an email address associated with an Apple ID, and I want to associate it with a different Apple ID. How do I do that? The method prescribed by Apple (ie, delete it from one then add it to the other) doesnt work. It still says the email address is associated with another account. Not sure if it matters, but the address in question is a ".me" address.
