So i installed 10.11 but i would like to know how would i be able to downgrade back down to 10.10.3 ?? Thanks!

You restore from the backup you took before you upgraded. There is no "downgrade" option.
I didn't back up...? I flashed one of my usb to a 10.11 install usb and then did a fresh install of 10.11
10.11 is a beta test, and beta system software will always recommend that you have a full backup before you upgrade,so if things go wrong for you (it's a test system, remember?) - -

Fresh install (to me) means that you erased the drive, and installed your new system.
And, i infer from that, that you don't have anything important on the new system.
So, if you have the installer from the previous system (Yosemite 10.10), just boot to that installer, and erase, install, etc. for the old system. You can also boot to Apple's internet recovery system.
Restart, while holding Option+Command+R. It's booting from Apple's servers, so may take several minutes to boot. Run Disk Utility from the menu to erase your hard drive. Then, reinstall OS X. The servers should offer you the system that your Mac shipped with, maybe a newer version, but it WON'T be 10.11.
Let that system reinstall, then go on with your life.
I don't find good info about some of the error codes, but the error 2003F appears to be related to problems with your network connection.
There are a few items that you should be sure about.
You need a WPA or WPA2 security level on your wireless, WEP won't work. Wireless network with no password security also won't work.
You can't connect to the servers if you use a proxy server.
Some wireless routers with custom firmware, such as DD-WRT, may not allow connection to Apple's servers.
Best choice is to use a wired/ethernet connection, as that will eliminate any problems that might be caused by your wireless network.
Be sure to try both SMC and PRAM resets just prior to your attempt to connect to Internet Recovery.

Well that was foolish. You should keep regular backups in any case to cover you for the many kinds of failure. As said 10.11 is Beta software which clearly you aren't in a position to be using, it isn't just a way of getting the latest shiny thing.
If your systems is a dedicated test system you can blow away on demand then do just that.
Really stumped here. I have osx 10.11 on my Retina imac and, i do have backups however i have tried everything booted off yosemite usb disk, internet recovery which seems to work then just hangs, Tried the Pram reset, tried to restore a time machine backup, no matter what i try it wont allow me to erase partition or drive.
Any suggestions greatly appreciated

What happens when you try and erase the drive when booted from the Yosemite USB key?
It may be that the install converted your drive to a core storage volume. Run the command below in Terminal and tell us what it says.

diskutil listYour absolutely Correct it did that and i was really lucky i installed Yosemite on my partition and then booted off a external usb drive and was able to "unmount" the drive .. Whew ..
