Q) Why can't I just skip installing iOS 10.3.3, and just go straight to iOS 10.3.2?
A) iOS 11 PB/Beta 2 won't downgrade to iOS 10.3.2 without failing, making you either have to restore your phone back to iOS 11 PB/Beta 2, or "update" it to iOS 11 PB/Beta 2, so you cannot downgrade unless you downgrade to iOS 10.3.3, then iOS 10.3.2.

----Instructions----
Step 1) Download the iOS 10.3.3 IPSW, as well as the iOS 10.3.2 IPSW for your phone.
Step 2) Launch iTunes.
Step 3) Plug your phone into your computer.
Step 4) On the top left, you should see an iPhone icon, click on it.
Step 5) Windows method: Hold shift and select restore iPhone. Mac method: Hold command and select restore iPhone
Step 6) Select the iOS 10.3.3 IPSW download, and start the restore process.
Step 7) Once the restore is finished, repeat step 4 and 5.
Step 8) Now, select the iOS 10.3.2 download, and start the restore process.
