Is there any method to downgrade Ipad Pro 2018 (1 TB) model from iOS 13.2 to 13.1.3 or lower. Currently apple is not signing 13.1.3 anymore, so is there any simple method to downgrade it to earlier 13.1.3 or 13.1.2 for better multitasking.

Yes, easy.

Log in on Swappa. Buy a phone that's still on 13.1.3 or lower.

Really, that's the only way.

So almost impossible. Is there any workaround the RAM management issues in 13.2 as things refresh automatically making multitasking almost non existent

You can try going with the 13.3 betas, as someone mentioned earlier.
 
When is the proper 13.3 update coming out. I am not sure how to install and test beta 13.3 but can anyone confirm whether the multitasking bug has been addressed or not
 
Installed 3.2.2 and so far it seems it has partly fixed the issue to apps refreshing automatically in the background
 
In sense, that the refreshes of webpages are mostly resolved which you switch back and forth between apps and browsers. However a few websites would still refresh in background
