How to Factory Format 3GS?

Hi,
i have a spirit jailbroken 3.1.3 3gs and i have been having issues with the camera roll. I take pictures and they dont appear in the camera roll, yet the # of pictures gets larger. I try and erase pictures from the camera roll and they look like they get deleted, but when i exit the photo app, and return, all the photos are still there.

I also want to upgrade to OS4.

So How do i erase everything off of my iphone, so that its as clean as when i first got it? I dont want any lingering Spirit JB files in there. I want to jailbreak using Devteam.

-Will I loose all my cydia bought apps?
