So the folder pane problem only occurs in the latest and greatest release of Outlook - 15.11. To get downgraded to 15.10, and not have any issues:

1. Download Outlook update here: https://support.microsoft.com/en-us/kb/3048682
2. Remove Outlook from your Application folder.
3. Install downloaded Outlook update (from step 1)
4. ???
5. Profit!

Oh finally - I have been trying to figure out how to downgrade for quite a while. I'd go over to OSX Mail, but Exchange auto-discovery wasn't working in B1.

This folder issue isn't the only one with El Capitan and the 15.11.1 Microsoft update for Outlook 2016. In both Outlook 2011 and 2016 beta (even if you roll back to the 15.10 update) they do not work with spotlight and the latest El Capitan update. Reindexing the Microsoft user data folder or even the entire OS X drive does not repair it. With the new Spotlight search features in El Capitan, all search for Outlook is non functional. You are right that rolling back to 15.10 temporarily fixes the invisible folder pane issue. The way it is right now I have to use Outlook 2011 on my iMac with Yosemite to search emails, meanwhile my Macbook Air is hosed using the latest El Capitan with Outlook 2016 beta when needing to search email or contacts.

I've found that if you go into Spotlight, unselect "Mail and Messages" exit out, go back in, and reselect it - it actually will re-index the Outlook data.

At least my experience.

15.11.2 and Devel B3 working fine - I am assuming the public beta will be the same build number.

15.11.2 and b3 NOT working for my (2014 MBA). Based on various comments, I think this may be somewhat hardware (and or associated driver) dependent.

Seems you're right.

I wasnt right. I was being supremely stupid :) I re-downloaded the El Cap Beta and installed thinking it would be the latest beta (It isnt!). Did the same thing today, and being disappointed in seeing the same bugs, checked the build number, only to find I was still on beta 2!

Outlook working fine for me.
