So I created passcode on my kids screen time where they get timed out after 2 hours max.

My youngest son managed to change that and doesn’t remember his new passcode, of course! So I tried to recover it by doing hard reset, didn’t work. Then troubleshoot with Apple over phone who advised me to do factory reset and reinstall using iCloud backup. I did that and the blasted screencode is still there, asking me for the password I still don’t know.

What can I do next? Another factory reset?

I don’t have experience with this particular issue, but I was of the impression that backing up and restoring allows the password to be reset. I think that what must happen though is that iCloud holds on to the passwords, so does a Mac/PC backup if you select to encrypt the backup with a password. So I think that I’d try it again, but this time with an unencrypted Mac/PC backup.
