Hi,

In my understanding, when I have icloud photos activated and tell it to keep originals instead of optimizing the memory of my ipad, shouldnt it be downloading all the photos?

Or how can I do this?

I believe that setting applies to photos originating on the phone. Photos added to IPL from elsewhere will not automatically be downloaded to your phone until you view them on your phone.

Actually I think they did download overnight. So problem solved :)

Incorrect. All photos in your IPL will be downloaded to your device.

Not sure about that one. I would assume it would download what it can? Or maybe tell you to optimize the photos so it can fit on the device. I don't have that big of a library (yet). Maybe someone who has a large library could chime in on that one.
