I recall in the older version of itunes there was an option in the menu to select your account and report a problem and then you can contact apple to ask for a refund for a purchased app. I don't see that option anymore, I just noticed this in the newer version of iTunes. So how do I ask for a refund for an app purchased in the app store now?

click on store
view account
enter password
on the bottom of the page you will see purchase history
click on see all
i notice i can click an arrow on previous purchases
i had to jump ahead to 2014
and i can see a report problem button

but i don't see how you do it on current purchases..

okay i see.
i can only report problems up to 11/19/2014. i have to wait 10 days or so for current purchases to show up
on previous purchases , then i can report it

no wait. now i see report a problem on current apps as well.

Do you have a screenshot? I don't see "store" anywhere. That is the problem. Which main heading is it under? It is like we have different versions of iTunes. Damn it I should have never upgraded to iTunes 12.

God damn it, upgrading is causing so much problems, next time I am just leaving thing the way there are.
 
this is the mac version
on the top bar click on store
click on view account
it will ask you for your itunes password
i see what looks like a web page
i click on view all on puchases

you will see a report problem button on the bottom of the page
once you click that you will see report problem links on your purchases

store is on the top of the screen
if you don't see store move your mouse up
or exit full screen mode
or you have your tv set to overscan

If you still can't find the option, going to reportaproblem.apple.com works
