I am at a page where it says to login email and password so I used my apple Id email and password and yet no luck what are they asking?
 
1. Do you have a U.S. 3G iPad?

2. Do you have an AT&T Microsim?

3. If the answers to both those questions are yes, then activate AT&T Service from the iPad:
http://www.apple.com/ipad/3g/

If you don't have either of those, I would assume you either
A. need to go to an AT&T store
or
B. Call AT&T direct.

I would imagine to get AT&T service, you will need to go through them. Apple can't help you now! *maniacal laugh*

Try what melman101 said. AT&T will require some kind of contact email address & you should be able to set up your own password. At least that's the way it worked on my iPhone.
