How do I sign up for emails notifying me of new OCLP (OpenCore Legacy Patcher) releases?

At the top of the right of the https://dortania.github.io/OpenCore-Legacy-Patcher/ website there is a GitHub link. You click that and it will take you to GitHub. You will need to be logged into GitHub and there is a section labeled watch. There you will find a drop down menu. Select custom and then select releases. I hope this was helpful for you. I just figured it out myself and remembered seeing your post and went back to it so I could share it with you.
