How to get pre-approval for pre-order IUP for 2 iPhones?

I have been getting my phones in the store last 3 years, but this year I wanna pre-order.

These two iphone X s are under my apple id, used by husband-wife. I've been pre-approved one already on my phone, so I should be doing the same thing on the other phone using my apple id?

I am confused...

Go to your profile on the Apple store app > iPhone Upgrade Program > here you will see preapproved devices. Near the middle you will see preapprove a new iphone.

Nope,
Did not work the way it was described above.

First one went smooth, 2nd one i had to put serial,and last 4 digit of imei in order to show up under my iup account.

But i was able to get both for sept 21 delivery.
