I've clean installed but I still have traces of feedback assistant in my system, which I'm guessing got restored with my time machine backup. "Send feedback" is in every help menu and the feedback assistant app is still on my system. Is there any way to remove all of this without starting completely fresh?

Is your application still there under Macintosh HD ▸ System ▸ Library ▸ CoreServices ▸ Applications? I haven't tried to delete my own (upgraded to release from PB6) but if I wanted to delete it, I'd probably try deleting that app.

I was thinking of doing that, but I think theres a plist value somewhere to change as well to get rid of the help menu feedback options

If you're concerned about the "send feedback" options, I think those disappear when you leave the feedback program. Open Feedback Assistant and click "Leave the OS X Beta Program" then follow the steps. Sounds obvious, but have you tried this already?
Here's Apple's How-To.
https://appleseed.apple.com/sp/betaprogram/unenroll
("If you leave, you will stop receiving emails and will no longer be able to submit feedback with Feedback Assistant")

Concerning plists, this is the closest I could find:
http://macops.ca/yosemite-deployment-images-and-beta-feedback-assistant/

"For those curious, this app gets launched by a LaunchAgent at /System/Library/LaunchAgents/com.apple.appleseed.seedusaged.plist, which triggers /System/Library/CoreServices/Applications/Feedback Assistant.app/Contents/Library/LaunchServices/seedusaged. Upon this first launch, the com.apple.appleseed.FeedbackAssistant preference domain gets a boolean key Autolaunched set to true."
