My mum's 6S always shows this message on the screen, you can clear it for a few days but it comes back.

My mum will never pay for iCloud storage, so is there a way to stop the phone telling us this permanently without signing up to iCloud paid storage?

If she'll never pay for storage, you could remove some of the stuff that's filling up the 5GB.
 
Settings > Apple ID, iCloud, iTunes & App Store > iCloud > Manage Storage

If she's using iCloud photos, you'll have to consider turning that off.

If she's not using iCloud photos, or isn't after you turn it off - you may have to disable the backing up of photos (they usually take up a large amount of space) at

Settings > Apple ID, iCloud, iTunes & App Store > iCloud > Manage Storage > Backups > PHONENAME
