how to get to emergency call screen?

I'm trying to use one of these methods to unlock my phone. I have already activitated with AT&T...I just want to be able to use the phone while I'm overseas. The instructions says get to the emergency call screen with SIM card out. How do I get there? It keeps saying Error: SIM card not inserted.

I think you can skip that step, since you are already activated. I suppose you are using the jailbreakme.com method, so just enter that in safari without more preludes.
