Okay guess real quick...
This worked for may and maybe you...
I had a 3.1.2 jailbroken phone that settings were reset and I lost the jailbreak and it was stuck in a constant reboot loop
Nothing worked including blackrain, redsnow, ireb, etc...
Heres how I got my phone back and jailbroke 3.1.3.

Used latest version of Umbrella to get a SHSH file from APPLE
Used TINYSS to use that file to trick Itunes and my phone into loading any 3.1.3 custom firmware I choose.
Loaded Itunes Shift restore with a custom jailbroke 3.1.3 firmware..
needed to do this 3 times..
1st two times fail is it is there that the NAND storage gets rewritten in the first 2 attempts,,
then it took. Also manage to preserve my modem version of 5.11.07 as I never upgraded with a real version of regular 3.1.3 from apple.

See if this works. Maybe it will for everyone. Maybe just my phone as it was already jailbroken.
Either way I have not seen this laid out clearly before and would have loved to have read this 36 hours ago... would of saved me lotsa TIME and Frustration...

If this works or doesnt please let me know
Time for a drink.
Hope this helps!
Thanks to pcs are junk

also just to clarify this only works if your phone has already been pwned, and i dont know how you got your SHSH from that but you did. and custom firmware doesnt need you to back up your shsh, but it is important to do, so if you missed it, you should get the 3.1.3 shsh now if they come out with a jailbreak for 3.1.3 on 3gs, and apple releases an update, that you can downgrade.

I got the shsh file with the new version of umbrella
fw-umbrella-semaphore-221.zip
And I dont know why it wouldnt work on a non pwned phone,
Maybe someone can tell us for sure.
As long as itunes places it and the phone accepts the shsh file it should work for all, correct me if im wrong

This procedure is pointless. All you did was restore your pwned phone to a custom firmware. There is nothing miraculous or new about that. A pwned phone can always be restored to a custom firmware even without any signature from Apple; in fact, a pwned phone doesn't even check for a signature!

All this procedure does is add steps that don't do anything. And to be clear, as long as Apple continues to sign 3.1.3, there is absolutely no difference between serving the SHSH locally and getting your 3.1.3 firmware signed by Apple through iTunes.

And finally, if you are not pwned there is no way to restore to a custom firmware, whether you follow this poster's procedure or not.

What you are failing to see is you may be correct or maybe not...
But for me with a phone stuck in boot loop, I was unable to load any firmware onto my phone exept the real 3.1.3..
With this method I kept my 5.11.07 baseboard and got a jailbroken 1.3.1

Most users I believe are in a similar situation as me,... maybe not.. But lets see if it is helpful.

You are wrong. Don't put out false information and assumptions like that cause people might fall for it and then they're screwed.
Everyone in doubt read the above post by thelatinist twice and also don't fall victim of all these scam sites that just started to pop up selling jb and unlocks for 3G and 3GS iPhones upgraded to 3.1.3
They pray on desperate folks that upgraded their devices and are in a pinch.
