How to JB iPad Pro 10.5 on 13.2.3 without MacBook?

Happy Boxing Day Everyone,

I am wondering how to JB my iPad Pro 10.5 (2017) on 13.2.3 without a MacBook. I do not own a MacBook and the methods my research has pointed to requires a MacBook.

Does someone know of a way I can JB this device using a Windows laptop or using an app that I can install on the iPad?
