How to keep screen sleeping when getting a call

How do I keep my phone from turning on when I get a call? For example: I want the phone to stay locked & asleep when I get a call, similar to using the Do Not Disturb function.

Do not disturb serves that exact function.. Just set it to allow calls from no one

Doesn't look like you can. I disabled notifications from Phone.app, and it still woke the screen with the call interface.
