I have an external hard drive that has some video clips on it - how do I know if it would let me access them on iPad/iPhone if I were to buy a lightning>USB dongle?
 
First of all, if you buy external hard drive, you might need to buy the lightning camera connection kit and a power source. As lightning port likely could not provide enough power.

Second, all most all hard drive or USB drive will work, as long as it is formatted as exFAT, HFS or AFS.

Third: If you have access to Mac, you should format the drive to AFS, it seems works better.
 
I have a 9.7" IPP and the Lightning to USB 3 Camera Adapter. I can read/write on pendrives and on a 1TB SSD if the adapter is connected to a charger.For HDDs you will need a powered USB hub.

I've found that I can't play or copy mp4 videos larger than about 4.3GB from exFAT external storage of any kind on 2018 12.9 iPad Pro (USB-C) and 10.5 iPad Pro and XS Max (both Lightning). The Files app can't handle them. Others have reported seeing the same problem.

Yep figures this out since beginning of beta with my a6400 10gb video import on photos app says 4.29gb on files import works but doesn’t play.i have reported this for a while in beta, i am a windows android guy so I just barely found this site,I posted In reddit where sadly extreme downvotes by Apple cult hopefully exfat gets better support since I don’t want to buy a Mac just to import. Also my gdrive ssd doesn’t play my 4K 100MBps 15gb video unless under 4.29 4.3gb video, what I do atm is copy video to my s10, then use send anywhere to send to my iPad Pro 11 and video works. Edit another issue I found is if I try to import all my photos will shows on external ssd as 0kb even if successful transfer. Will upload video links that i uploaded to reddit

Thanks for the post - it helps confirm that there's a real issue and I'm not just running into a localized anomaly.

I’m on beta 3 of iPadOS 13.2 its Working now my ssd can see files past 15.6gb and I’m about to test if i can import from my camera past 4.29gb
