I am going to replace hard drive for a MBP 2009 model. I noticed that mac have a EFI partition and a recovery partition. How can I transfer those to the new drive I will replace in?

If I initiate the new drive using the install/recovery DVD comes with MBP and install the OSX, will the recovery program automatically do everything for me to re-build a EFI and recovery partition on the new drive.

Yes... those partitions get created on their own as part of the OS install process. You don't need to do anything special to make it happen.
