No but I used to do it from the English one by pressing longer on the ! and ? keys. I already have two keyboards and don’t want to install a third one since I quite frequently switch from one to the other.
 
Maybe I’m missing it too, but I don’t see the option anywhere. A possible alternative is to create a text shortcut to accomplish this so you could type something and it change into the upside down exclamation point.
 
On my 12.9 new IPP, tap the .?123 button, then long hold the ? or ! key—upside down ¿¡

I tried that on my air and it did not work. I have not yet upgraded my phone to iOS 11 and this combination works as it has for awhile. I think you were trying to say new iOS, is that the case that you are on iOS 11 and it works?
 
Interesting. I assume based on this that it is now an iPad pro feature and not available for other devices. If I press ?123 and then long hold ! I get ' and with ? I get "
With the US English keyboard on an iPhone 6S, I get the ¿ by long pressing the ? key and the ¡ by long pressing the ! key. It's not limited to iPad Pro at all.
 
This is what I get when long pressing the ! It is the same anywhere I try It. It still works like it always has on my phone, not yet upgraded to iOS 11. This seems to be very strange.
