How to make my new drive the boost drive?

Here is what I am thinking, put the new drive into bay #1. Put the snow leporad disc in, I push the power button and holding down the C key while it is booting up, then I select the new drive to install snow leopard onto that drive. Shutdown computer, put in the 1tb drive that came with my MP, power the computer back up, open disk untility and then erase the 1TB drive.

Will that work?

Yes should work. That's pretty much what I did to replace the HDD with an SSD.

Place your new drive in position one and current drive into position two. Format the new dive and install Snow Leopard and use Migration Assistant to transfer Applications, Network Setting etc to the new drive.

reboot, bio into System preferences > Startup Disk and select the new drive as the boot drive. The old drive is now a bootable backup drive which should be updated say weekly with SuperDuper or Carbon Copy Cloner.

The advantage of leaving it in position two is this is the fastest way to do backups, beats hands down Firewire 800 etc on an external.

That's not how I got a "Boost Drive"
